I believe that this was a deliberate act to appear to take the need away from having an interim board. Effectively the majority of the Assembly voted to keep Bill in charge until the new Assembly. I think the (european) ending is great because of the bad ending. It is a perfect final scene for the movie. Diving and swimming have been dropping as well.  Jogging has been remaining fairly steady thought it looks like slight decent.  Cycling and bicycling are down as well.
